He uses four case studies to illustrate the application and potential benefits of his proposals.

The Western States have had a more rapid growth in population and economic activity in recent years than the country as a whole. One of the important factors involved in the growth has been the development of the water resources, an important stimulant of which has been the Federal reclamation program.
