Excerpt from The Fine Arts Quarterly Review, Vol. 1: May-October, 1863 IN commencing a new Periodical devoted to the Fine Arts, the Editor feels it to be incumbent on him to relate, in a few words, the circumstances which suggested such an undertaking. On entering upon the duties of his office, he speedily discovered that, extensive and valuable as were the Art-collections in the Royal Library at Windsor Castle entrusted to his care, the almost entire absence of records relating to them, and the perplexity of the few traditions which had been preserved, deprived them of half their worth and usefulness. And as it was impossible to tell to whom to apply for even the clues of the information he wanted, some means of addressing himself to the students of the History of Art, in every country, was necessary.
