The investments needed to deliver sustainable water and sanitation services, including the funds that are needed to operate and maintain the infrastructure, expand their coverage and upgrade service delivery to meet current social and environmental expectations, are huge. Yet, most systems are underfunded with dire consequences for water and sanitation users, especially the poorest. Providing sustainable drinking water supply and sanitation services requires sound financial basis and strategic financial planning to ensure that existing and future financial resources are commensurate with investment needs as well as the costs of operating and maintaining services. Some of the key messages of this report are: WSS generate substantial benefits for the economy Investment needs to generate these benefits are large in both OECD and developing countries Tariffs are a preferred funding source, but public budgets and ODA will have a role to play, too Markets-based repayable finance is needed to cover high up-front capital investment costs Strategic financial planning and other OECD tools can help Governments move forward

Part of OECD Water Policy and Finance Set - Buy all four reports and save over 30% on buying separately! This report examines innovative mechanisms that can help attract new financial resources into water and sanitation services. In particular, it focuses on mobilising market-based repayable financing (such as loans, bonds and equity) as a way of bridging the financial gap to meet the water-related Millennium Development Goals and other crucial sector objectives. The Camdessus and Gurria reports, published seven and four years ago, respectively, formulated a number of recommendations in this area. This report examines the extent to which these recommendations have been implemented. It looks at the rapidly evolving global context and to the ongoing financial and economic crisis, and considers how innovation in financing for the water sector may need to adapt. A detailed look at the water industry and the trends that can lead to investment opportunities Water has quickly grown into a big global business, with annual revenues in the United States alone reaching over $200 billion. In the years ahead, companies as well as governments must find innovative ways to address important issues within this field without sacrificing basic needs, such as safety of drinking water or the reliability of water for energy production. Nobody understands this better than author Neil Grigg, a forty-year veteran of the water industry, and now, with Water Finance, he shares his extensive experience with you. Most of the water business operates under the radar, but with this reliable resource, Grigg shines a bright light on this essential area and offers comprehensive coverage of the public responsibilities and private opportunities associated with it. While Water Finance does contain many facts and figures, it also takes the time to pull together the various aspects of water, going far beyond water as just a commodity, to skillfully explain it as the integrated business that it is. Opens with a detailed discussion of the water industry before turning its focus to water handling, which includes water supply, wastewater, industrial water, storm water, irrigation and drainage, and instream flows Reveals the different driving forces, and issues, surrounding the water industry such as government involvement, privatization, law and regulations, financial structure, water and health, and workforce capacity Offers insights on water industry business, careers, and investments Organized around the idea that the water business is about all aspects of handling water, from the global environment to your tap, Water Finance contains the information you need to succeed in this dynamic field.

The case for investment in water, sanitation and hygiene (WASH) has been convincingly made. WASH is essential for protecting public health, is a human right and investing in it is compelling from a fiscal and economic point of view. While the estimated $114 billion per year of capital investments required to meet universal access to safely managed water and sanitation services by 2030 is often portrayed as a hefty price tag, current best estimates of benefit-to-cost ratios leave little doubt about its value. What is less clear is how to allocate resources efficiently. There is limited evidence on the cost efficiency and cost effectiveness of various policy and implementation choices. The underlying drivers of demand for (new) technologies and solutions are, for example, poorly understood, as is beneficiaries’ willingness to pay (WTP), leading to open questions about pricing policies and sustainable business models. This is in contrast to other infrastructure sectors, such as energy and transport, where active literature on the economics and financing of services has been more helpful in defining national and international policy. Our objective with this book is to encourage the WASH sector to follow suit and start to effectively engage and research these issues. At the heart of this book therefore, are chapters which highlight some of the specificities, and challenges of conducting full economic evaluations of WASH interventions, provide a deeper understanding of potential solutions, and present new findings on costs and outcome measures, thereby contributing towards a fuller picture of WASH cost-effectiveness. In Focus – a book series that showcases the latest accomplishments in water research. Each book focuses on a specialist area with papers from top experts in the field. It aims to be a vehicle for in-depth understanding and inspire further conversations in the sector.
