The WHO Global Commission on Social Determinants of Health was launched in 2005 with the aim of identifying and tackling the persistent and growing inequalities in health, both within and between countries. In the Eastern Mediterranean Region the knowledge base on social determinants and how these influence health is sparse. Numerous studies undertaken globally and in the countries of the Eastern Mediterranean Region indicate that a high percentage of all who seek help in any health facility suffer only from a mental health related problem. These problems usually go undiagnosed, and the result is unnecessary load on already overburdened general health facilities. At the same time, there are studies, experiences and programmes that show mental health action is possible and proper systems of care can be developed to successfully address many of mental health needs. The monograph is organized into three sections. Part 1 covers the philosophy and components of mental health programmes. The contribution of the WHO programme Nations for Mental Health is also outlined in this part. Part 2 covers the experiences of the countries of the Region; each country has a section on general health and mental health. The overall picture, though varied, shows the potential for bringing about a meaningful change in making mental health services available and accessible for people of the Region. A quantum shift from institutional to community-based care and from mental illness to mental health is discernible. Part 3 discusses the key issues in provision of mental health care today and tries to identify the areas for future work, at the regional level. Annexes support the other sections and the work as a whole.
