The Institute of Museum and Library Services (IMLS) helps museums and libraries preserve our cultural heritage, enhance learning and innovation, and develop staff capacities to provide the best in service to our communities. IMLS has a long-standing commitment to funding grants and sponsoring research on the subject of how both preschool and school-age children learn, and how museums and libraries support such learning. This report shares the results of a year-long study of the impact of IMLS grants (1998-2003) through programs that served youth aged 9-19. Nearly 400 museum and library programs were surveyed about their goals, strategies, content, audience, and structure, as well as about their impact, effectiveness, and outcomes. Perhaps the most important finding is that everyone benefits when museums and libraries apply positive youth development (PYD) principles and partner with other organizations that serve youth. The report makes three recommendations: (1) The museum and library communities could benefit from readable, user-friendly publications, online workshops and training, conference presentations, and other resources to build programs grounded in youth development, best practice, and PYD research; (2) Targeted grant programs and strategic alliances among national museum and library organizations and other efforts with expertise and commitment to youth development could further strengthen youth and their communities; and (3) Additional skills to build community support, capture media interest, involve elected and appointed decision makers, maintain institutional support, and develop new partnerships could help library and museum staff strengthen and sustain youth development programs. Museums for America (MFA) is the largest IMLS grant program for museums; it supports institutions by investing in high-priority, high-value activities that are clearly linked to the institution's strategic plan and enhance its value to its community. MFA grants situate projects within a framework of meeting three strategic goals: engaging communities, building institutional capacity, and collections stewardship. MFA grants are awarded to eligible museums annually through a competitive process. Allowable activities include a broad range of museum work, such as digitization and collections management, exhibit and program development and implementation, research and evaluation, and staff development. This evaluation covers the first year (2004) of the Museums for America grant program through 2010. During that period, IMLS received 3,404 MFA applications from 1,817 eligible museums, awarding 1,191 grants to 830 museums, a total of $123 million in funding. This Executive Summary presents findings from the two-year study conducted by RMC Research Corporation. The study looked at the program's efficacy in serving the museum community and the impact of the MFA program and MFA-funded projects. RMC's analysis drew on IMLS administrative data from applications and awards, responses to an online survey administered by RMC to a subset of MFA applicants and grant recipients, interviews with representatives of 26 completed exemplary projects, and site visits to six of those 26 museums. As states, cities, and communities take a more active role in ensuring that all children have access to high quality experiences and opportunities to learn, many are looking to museums and libraries as part of the early childhood education system. Museums and libraries can play a critical role in these efforts, and there is clear momentum and infrastructure already in place to help make this happen. The Commonwealth of Pennsylvania and City of Philadelphia have begun a new initiative to engage and coordinate with museums and libraries to provide early learning services. In support of this new effort, an inquiry process was established for collecting, organizing, and communicating evidence on the availability and accessibility of early childhood programming in museums and libraries. This paper presents details of the inquiry along with findings that have already been presented to local leaders in Philadelphia, and are now being used to plan and expand services for young children. This study was an empirical investigation designed to generate preliminary objective evidence to inform policymakers and the public about available services for young children, and the factors that influence families' decisions of whether or not to utilize available programs. The study answers the following research questions: (1) To what extent are there programs for young children in Philadelphia's museums and libraries? What is the nature and type of the programming that currently exists?; (2) What barriers do museums and libraries face in designing and implementing more programming for young children?; (3) What partnerships and other resources exist within the city that might be used to leverage support for more museums and libraries to offer programming for young children?; and (4) What are the experiences of families in under resourced neighborhoods in accessing programming for young children in museums and libraries? This descriptive study employed mixed methods, including secondary data analysis, interviews, surveys, and focus groups. Several takeaways were identified through the data discovery process related to the availability and quality of information about early childhood programming in museums and libraries. First, there is a general lack of data related to the availability and accessibility of early childhood programming in libraries and museums. Second, museums and libraries lack coherence and consistency in their operating procedures and management capacities. Finally, considering the current lack of data and a lack of infrastructure to collect consistent data across sectors, there will also be challenges for effective data use in local and state decision-making. Implications of each are discussed, with recommendations for improving availability and access of information. Fixed-Choice Survey Item Responses are appended.

“It’s one thing to say you value something, but it’s another thing for organizations to institutionalize a value” As the United States population becomes increasingly diverse, the museum field has recognized the ways in which institutions can exist for broader groups of people using culturally responsive approaches. The purpose of this research study was to understand what culturally responsive programming and education looks like in museums. Interviews occurred with six museum professionals involved in culturally responsive museum programming. Results suggest that the development and implementation of culturally responsive museum programming involve identifying connections between the institution’s mission and community needs, building relationships and trust with communities, developing a sustainable institutional framework to support cultural responsiveness, and recognizing opportunities for growth. It also points to preparation to deliver culturally responsive programming as focusing on self-reflection, leaning into discomfort, and being cross-institutional and continuous. The findings suggest that museums intending to develop culturally responsive educational practices be attentive and inclusive towards various communities and be accountable for their actions.
