El estudio prospectivo se basa en la Teoria del Comportamiento humano, con un enfoque en la responsabilidad ambiental. Las estrategias propuestas para cambiar los habitos de consumo de los regiomontanos al 2030 se centran en consolidar valores y compromisos mediante la potenciacion de la participacion ciudadana. Se disena un proyecto de cuatro etapas en el cual grupos estudiantiles universitarios siguen un proceso de educacion informal con las familias regiomontanas para ensenarlas a comportarse sosteniblemente."
