In the wake of growing uncertainty around global future water supplies, and widening disparities in living conditions across nations, research into the factors propagating these issues is necessary to facilitate effective policy design. The following dissertation presents three separate studies on water resource management and adaptation, and economic development issues. The studies are a blend theoretical, quantitative and qualitative analyses, intended to provide insight on a range of contemporary water resource and development issues - storage management impacts on a water system stability and resilience, economic growth effects on water withdrawals in the United States, and location and religion effects on living standards in Ghana. The first study investigates storage capacity and its management impacts on measures of system stability - resilience and reactance. The study combines economic theory with methods developed in ecology and water resource engineering to construct and simulate a model that reflects a simple managed water system with stochastic inflows, and measure stability (resilience and reactance) in a vector auto-regression framework. The study highlights how the concepts and measures of stability: resilience and reactivity widely studied in ecology apply in an economics framework. The second study analyzes U.S. economic growth effects on water withdrawals by the municipal, industrial, irrigation and thermoelectric sectors. Estimated water withdrawals in the U.S. reportedly experienced steady declines since 1980, with relatively steep drops since 2005. This study investigates the direct effect of GDP growth on water withdrawals by the above stated sectors. The study adds to existing research on income - water relationship, but also highlights growth effects on resource demand in general. The third study investigates geographical location and religious affiliation relationships with living standards in Ghana. While the link between location and economic well-being may be more obvious, the relationship between religion and economic well-being is more nuanced. This paper adopts a recently developed estimation approach to estimate average treatment effects of location and religious affiliation on living standards. The hope is that each of these studies will serve to inform, shed light or draw attention to the various relationships investigated. Moreover, hopefully provoke further investigation, discussion or policy analyses.

The marginal price elasticities estimated by Martinez-Espineira conforms to expectation. The price specification that accounts for the changing proportion of water users in each block yields a higher elasticity (-0. 47) compared to the spec ification ignoring this feature of the data. However, this difference is not found to be statistically significant, a result attributed to the low power of the test (small sample size limiting the accuracy of estimates). In conclusion, the paper provides a theoretically correct price specification for demand functions under block pricing and aggregate data. The empirical findings in the paper, however, are not conclusive and further empirical work using more data and alternative (nonlinear) demand functions, is needed to show the practical implications of the arguments put forward by the Martinez-Espineira's paper. Static empirical consumer demand functions estimated with aggregate data are well known to suffer form serial correlation and other statistical problems asso ciated with misspecified dynamics. These dynamics arise because consumers do not react immediately to a change in prices due to their largely predetermined lifestyle. In the case of demand for water, for example, current purchases can be largely predetermined due to commitments arising from past purchases such as swimming pools, bathtubs, dishwashing machines, etc. Muellbauer and Pashardes (1992) show that the autoregressive nature of consumer demand data can be cap tured in a theoretically consistent manner by incorporating intertemporal aspects of consumer behaviour in the model through habit formation and durability.

Most of the books published previously in the field of water resource eco nomics focus on particular aspects of water economics such as institutions, pricing or water markets, but none of them have given particular attention to methodological questions. However, the applied methodology within economic research has made some remarkable advances over the last 10-20 years. Some of these advances are of particular interest to the field of water economics. Therefore, we think that a book that focusing on methodological advances within the field of water resource economics and showing how these advances can be applied in economic analysis of water issues makes a nice complement to the existing literature in this field. We identified five areas where we consider the methodological advances to be of particular importance: 1) asymmetric information and game theory, 2) un certainty, 3) space, 4) water quality and 5) production and technology adoption. The selected papers for the book fall entirely within these categories. This book lies at the intersection of natural sciences, economics, and water en- neering and is in line with the long tradition of environmental economics at the University of Heidelberg. In the 1970s, the Neo-Austrian Capital Theory was developed using the fundamental laws of thermodynamics as a common language between the natural and social sciences. Niemes (1981) integrated the dynamic and irreversibility characteristics of the natural environment into the Neo-Austrian c- ital theory. Faber et al. (1983, 1987, 1995) then extended this interdisciplinary approach further to create a comprehensive, dynamic, environmental resource model. Over the last 3 decades, the theoretical foundations of environmental economics have been modi ed and there have been an impressive variety of applications. This book aims to reduce the gaps between economic theory, natural sciences, and engineering practice. One of the reasons these gaps exist is because economic assumptions are used to construct dynamic environmental and resource models, which are not consistent with the fundamental laws of the natural sciences. Another reason for the gap might be the distance between academic theory and real world situations. Based on an extended thermodynamic approach, the authors explain which economic assumptions are acceptable for constructing a dynamic model that is consistent with the natural sciences. In particular, the special role of water in the production and reproduction activities will be considered as an integral component.

The purpose of this book is to develop a general economic model which integrates the quantity and quality issues of water resource management and to provide, along with a detailed criticism of the policy instruments now in use, alternative proposals concerning the efficient allocation and distribution of water. In particular we treat water as a multi-product commodity where the market plays a major role in determining water quality-discriminant pricing and its value to the user. We examine the process of moving from administrative allocation and regulation to privatization of the water industry as the key element in promoting effective competition and in providing economic incentives for greater efficiency. Water quantity and quality, considered independently of each other, have been the subject of numerous studies during the last twenty years. Let us recall briefly the most outstanding among them. A variety of models have been constructed concerning the optimal scheduling and sequence of water-supply projects: dynamic programming for solving multi-bjective functions in water resource development; planning models for coordinating regional water-resource supply and demand, etc. Other studies have devised water-quality management models, including multi-period design of regional or municipal wastewater systems; cost-allocation methods to induce effluent dischargers to participate in regional water systems; models to predict the quality of effluent (in particular, whether it meets certain established standards); models for finding optimal waste-removal policies at each of the polluting sources, and so on.
