It is an estimate of the cash balance of District revenues which will be on hand June 30, 1917 In that connection I might say at this time that the commissioners have renewed in their esti mates, the suggestion made by them originally, I think, two years ago, that the balance of District revenues remaining at the end of the year, after all appropriations have been met, should be applied to the funded debt of the District.
