Since last year, we have seen the Marine Corps recommend cancellation of what was one of their premier modernization programs, the Expeditionary Fighting Vehicle (EFV). Since the mid-1980s the Marine Corps had focused on several programs that would enable what was then known as a ship-to-objective maneuver. These included the V?22, the Landing Craft-Air Cushion (LCAC) and the EFV. We called this hearing to better understand the rationale behind making this change and to understand the path forward for maintaining that capability to conduct amphibious operations. However, this hearing is not solely about that issue. We need to understand what progress the Marine Corps is making in resetting the force and in modernizing other portions of its equipment inventory. We also need to understand how Navy investment is enabling the Marine Corps to exercise the capabilities that are inherent to the Marine Corps.
