"Africa is a continent with a great pool of untapped scientific talent. The brain-power is there, but the means to translate it into scientific input for socio-economic development need further enhancement. Increasing S & T capacity through cooperation will give African countries and people the tools and skills to create/adapt and disseminate knowledge to mitigate current weaknesses. It will help Africa to develop its resources and provide ways and means to deliver prosperity and sustainable development to its people. Policy measures to promote and support sustainable S & T capacity building relevant to Africa's economic growth are increasingly undertaken within Africa. Africans themselves have set their own priorities for S & T. The EU supports and contributes to the realisation of Africa's S & T objectives. This brochure outlines the development of European S & T cooperation with Africa over the recent past. It illustrates the link between the political framework, the commitments, the toolkit of mechanisms available and the action on the ground."--Editor.

Major societal challenges of a global nature include climate change, efficient energy supply, environmental sustainability, and health care. Science & Technology Policy (S&T) policy is an essential contributor to dealing with these challenges; moreover, international cooperation and collaboration in S&T is vital to tackling these issues, since no single nation or even region is able to respond adequately by itself. Within this context, this book addresses recent developments in transatlantic S&T cooperation between the European Union and the United States. The EU-U.S. relationship dates back to the 1950s, with regular EU-U.S. Summits to assess and develop transatlantic cooperation. In the area of S&T, the EU and U.S. concluded an S&T Cooperation Agreement in 1998, renewed it in 2004, and extended it for another five years in July 2009. The research underlying this study is based on interviews with key stakeholders in the field, with an emphasis on: • potential new opportunities and new mechanisms for increased transatlantic EU – U.S. S&T cooperation under current conditions • examples of coordinated “science diplomacy” efforts • options for the development of effective joint efforts. While the project is focused on European-U.S. relationships, it also addresses issues of international S&T cooperation involving other regions, including Africa and Asia. The author highlights the urgency of S&T cooperation to address global issues, and the evolving roles of government, universities and research centers, and industry, in promoting successful strategies and programs.

Africa–Europe Cooperation and Digital Transformation explores the opportunities and challenges for cooperation between Africa and Europe in the digital sphere. Digitalisation and digital technologies are not only essential for building competitive and dynamic economies; they transform societies, pose immense challenges for policymakers, and increasingly play a pivotal role in global power relations. Digital transformations have had catalytic effects on African and European governance, economies, and societies, and will continue to do so. The COVID-19 pandemic has already accelerated the penetration of digital tools all over the globe and is likely to be perceived as a critical juncture in how and to what purpose the world accepts and uses new and emerging technologies. This book offers a holistic analysis of how Africa and Europe can manage and harness digital transformation as partners in a globalised world. The authors shed light on issues ranging from economic growth, youth employment, and gender, to regulatory frameworks, business environments, entrepreneurship, and interest-driven power politics. They add much-needed perspectives to the debates that shape the two continents’ digital transformation and innovation environments. This book will interest practitioners working in the areas of innovation, digital technologies, and digital entrepreneurship, as well as students and scholars of international relations. It will also be relevant for policymakers, regulators, decision-makers, and leaders in Africa and Europe.

Since gaining political independence in the 1950s, science has rapidly become a prerequisite for national development within many African nations. Supported by international agencies, such as UNESCO, initiatives were taken to direct Africa on the road of scientific development, enabling contributions to world science and significant progress in many specific research areas. However, from a developmental perspective there remains the question of how science influences national development plans and strategies. How far are science policies integrated into the national development plans? What potential and challenges do science and technology pose for Africa and its prospects for wider development? Offering a comprehensive historical and empirical study of science in both colonial and post-colonial Africa, R. Sooryamoorthy brings to light the connections between science, policy and development in African nations. Focusing on understanding the widening gap in science and technology between developed and developing regions, and the integration (or lack of) with national development strategies, this study provides important insights into the potential opportunities and challenges facing Africa in the areas of science.
