This synthesis report will be of interest to department of transportation (DOT) preconstruction engineering supervisors and program managers, contract administrators, and project managers. It will also be of interest to engineering consultants who do work for state DOTs. It describes current practice in contracting with consultants for DOT preconstruction engineering work. The synthesis documents the practices in all stages involved with obtaining consulting services, from the initial designation of projects for consultant work to project completion and acceptance procedures. The study also collected the views of selected consultants on DOT practices. Information for the synthesis was collected by surveying U. S. transportation agencies and by conducting a literature search. This report of the Transportation Research Board provides information on the history and trends in outsourcing of preconstruction engineering activities and compares current levels with those found a decade earlier. The steps in the procurement and management of consulting services are provided in detail. These include deciding on when and what to contract out and the selection, negotiation, and consultant management activities that follow. Finally, the appendixes contain numerous samples of collected forms and procedures used by a variety of states to accomplish this work.

The use of engineering consultants by state transportation agencies continues to be important in providing the appropriate solutions to transportation needs. This publication replaces the Guide for Contracting, Selecting and Managing Consultants in Preconstruction Engineering, published by AASHTO in 1996. In order to assess current practices, questionnaires were developed for both state and consultant practitioners. The responses showed significant growth in the volume of work done by consultants and in the range of services provided by consultants. The results of these surveys, along with the collective experience and expertise of the technical committee membership, were used to restructure much of the guide and to update and expand the discussion of current practices for the effective use of consultants.

This report will be of interest to state departments of transportation (DOTs), as well as to other transportation professionals and the public who seek to leverage their work forces by outsourcing key activities. The report examines the current practices in outsourcing, what decisions are involved in deciding when to outsource, procuring and administering outsourced services, what are the most commonly outsourced activities, and determining the effectiveness of outsourcing. This report is an update of NCHRP Synthesis 246: Outsourcing of State Highway Facilities and Services, which provided a comprehensive look at the status of outsourcing as it existed in 1997, and the data compiled for this synthesis are compared with the data of the earlier synthesis, where appropriate. The information for this effort was derived in part from a survey questionnaire distributed to all 50 states and the District of Columbia. Replies to the survey came from 38 states and the District of Columbia. Information was also derived from a review of the relevant literature, which focused primarily on the engineering and design elements outsourced by state DOTs.

TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 402: Construction Manager-at-Risk Project Delivery for Highway Programs explores current methods in which state departments of transportation and other public engineering agencies are applying construction manager-at-risk (CMR) project delivery to their construction projects. CMR project delivery is an integrated team approach to the planning, design, and construction of a highway project, to help control schedule and budget, and to help ensure quality for the project owner. The team consists of the owner; the designer, who might be an in-house engineer; and the at-risk construction manager. The goal of this project delivery method is to engage at-risk construction expertise early in the design process to enhance constructability, manage risk, and facilitate concurrent execution of design and construction without the owner relinquishing control over the details of design as it would in a design-build project.
