With thousands of chemicals in commercial use in the United States, decision makers rely on toxicity assessment information to examine the risks these substances may pose. Several key federal agencies-including ATSDR, EPA, NIOSH, NTP, and OSHA-as well as state agencies, assess the toxicity of chemicals. GAO was asked to review chemical toxicity assessment activities. This report (1) describes the chemical toxicity assessment activities selected federal and state agencies undertake; (2) assesses the extent to which these federal agencies' chemical toxicity assessment activities are fragmented, overlapping, or duplicative; and (3) assesses the extent to which these federal and state agencies coordinate their chemical toxicity assessment activities and challenges in doing so. GAO selected five key federal agencies that assess chemicals, and a nonprobability sample of agencies in 10 states that provide a range of assessment activities. GAO reviewed federal agency documentation and compiled summaries of chemical toxicity assessment activities and compared them with one another. GAO interviewed officials from these agencies, representatives from industry, and other stakeholders.

How safe is safe enough? We live in a world that is totally dependent on chemicals, be they agrochemicals, pharmaceuticals, colorants - it is vitally important that we adopt a sustainable strategy for an environment containing some 11 million chemicals. This book provides a pragmatic guide to the basic tools of chemical safety assessment, from information retrieval, through hazard and risk assessment to safety evaluation and legal aspects. It is truly global in coverage with contributors drawn from East and West, North and South. It covers natural and artificial hazards to the environment, including the potentially catastrophic effects of modern warfare, and encompasses pollution of air, water and soil as well as occupational exposure to chemicals. Everyone with a professional interest in pollution control will find this an invaluable source of information - chemists, environmental scientists, chemical engineers, political scientists, toxicologists, ecotoxicologists, in industry, academia, government departments and international agencies - all will be guided and challenged by the wealth of knowledge it contains.

Quantitative Risk Analysis is a powerful tool used to help manage risk and improve safety. When used appropriately, it provides a rational basis for evaluating process safety and comparing alternative safety improvements. This guide, an update of an earlier American Chemistry Council (ACC) publication utilizing the "hands-on" experience of CPI risk assessment practitioners and safety professionals involved with the CCPS and ACC, explains how managers and users can make better-informed decisions about QRA, and how plant engineers and process designers can better understand, interpret and use the results of a QRA in their plant.
