Most central business districts are the products of many years in the past at a time when there was no automobile. Therefore, if the existing streets had been wider and more open space left for off street parking lots, there would not be as many critical problems facing the vitality of the institution of the downtown central business district. It might be concluded rather logically from this reasoning that if a central business district plan had been prepared in the early days of the town all these unfortunate situations could have been averted. However, living and buying patterns have changed immeasurably within the past half century. The advent of the private automobile as a prime factor of transportation to and from work and shopping has had a profound effect on the economic and physical design of all central business districts. Ergo, the planning and improvements of any vital downtown must be a continuous process. The threat of the economic vitality of the small town central business district is not a matter of location for the downtown as normally sited at or near the geographic center of the community. It is not a question of diversity either as the central business core has the majority of trade, services, professional, financial, and governmental activity of the community.
