Excerpt from Biennial Report of the Highway Commissioner to the Governor: For the Years Ended December 31, 1907 and 1908, Including State Specifications and Public Laws Governing Town Management of Highways Under this law, the yearly appropriation was increased to one hundred and seventy-five thousand dollars making a total of three hundred and fifty thousand dollars for the two years, to be used for general work. It having been found, under the law of 1897, that while towns having a large grand list experienced no difficulty in taking care of their obligations in accepting State aid, quite a hard ship was imposed on towns not so strong financially, in dis charging their obligations. So the basis of award of the State appropriation was changed. In all towns having a grand list of over one million dollars the State contributed two-thirds of the expense, while in towns having a grand list of less than one million dollars the State's contribution was three - fourths. The maximum amount to be expended by any one town in any one year was not to exceed forty-five hundred dollars The law also provided that towns should pay contractors for the work as it progressed, the State to reimburse the towns, to the extent of its obligation,8 highway commissioner's biennial report, 1907508. Excerpt from Biennial Report of the Highway Commissioner to the Governor, for the Years Ended December 31, 1903 and 1904: Including State Specifications, Public Laws Governing Town Management of Highways, and Addresses of Highway Commissioners Delivered at the Good Roads Congress, February 10 and 11, 1904 Since the commencement of State aid in 1895 there has been expended on the part of the State the sum of In connection with this amount there has been expended on the part of the several towns of the State the sum Of making a sum total of that has been actually ex pended for highway improvement under State administration and control. The expenditure of this money has resulted in the improvement Of many miles Of roads. The opening of work in the spring of 1903 was delayed owing to the fact of a hard winter and a long, wet, cold spring, so that active operation did not commence until April 15. Very few contractors having macadam roads to construct entered upon the work until May for the ground was too soft, which fact did not allow them to profitably operate in constructing macadam roads. Town roads not under State control were delayed in their ordinary repair by the backwardness of the spring, which caused the farmers throughout the State to be late with their planting. The whole season of road building was thereby practically shortened up nearly two months. The appropriation for 1903-'o4 was made accessible by the passage of the act early in June. Immediately on the passage of the law, all towns in the State were notified Of the amount Of money that had been appropriated by the legislature and also the proportion they would be allowed in accordance with the law.
