Other nations besides my own have an equal interest in this. To represent Belgium as having failed to keep her promises strikes a blow at the cause of little nations and at the theory of perpetual neutrality. The history of the future will without doubt be that of the free development of nations, jealous of their independence and impatient to escape from the play of intrigue and the hegemony of foreign influence. The nations which have grown great under the shelter of the sanction of law, as well as those who may perhaps dream of attaining that benefit in the future, ought to have full knowledge of the lessons of the experience of Belgium.
