This book offers an innovative framework for understanding the role of civil society in regional and global policymaking. Using political economy analysis, Gerard demonstrates that ASEAN's people-oriented agenda builds legitimacy, while sidelining its detractors.

Essay from the year 2008 in the subject South Asian Studies, South-Eastern Asian Studies, grade: A, LUISS Guido Carli (Faculty of Political Science), course: Humanitarian Strategies and Non- Governmental Organisations, 40 entries in the bibliography, language: English, abstract: ...] The introduction is followed by the first section that provides readers with basic information about ASEAN, how ASEAN was born and how it has operated, expanded and developed over the years. My focus is on the ASEAN Way, ASEAN's agenda-setting and decision-making as well as ASEAN Community building. The second section describes the fragmented, complex picture of civil society in Southeast Asia, which has insufficiently and unevenly developed under unfavourable conditions. The third is about the engagement between civil society and ASEAN, which has often been criticised by the former for being elitist and state-centric, prior to the charter process. I divide this section into two periods: before and after the Asian financial crisis. And the fourth - the most important in this essay discusses and analyses the engagement of ASEAN and civil society in the ASEAN Charter process, in which I examine the interactions between the EPG and civil society, the latter's efforts to get access to the actual drafters (the High-level Task Force) and to the draft itself in spite of the uncooperative attitudes of the ASEAN senior officials, as well as civil society's reactions to the content of the charter. ...]

Human Rights in ASEAN: Indonesian and International Perspectives is a collection of 13 essays that not only offers fresh new insights on the different facets of human rights and their protection in ASEAN, but also 'insider' accounts of the development of the ASEAN Inter-Governmental Commission for Human Rights. These valuable perspectives have never been shared publicly, and offer a view from both the state and non-governmental organisations' (NGO) perspectives. In addition to these valuable perspectives, this book offers a number of significant case studies of how human rights has been implemented, and the challenges it faces in ASEAN in general, and in Indonesia particularly.

With the completion of the ASEAN Charter, ASEAN needs to fully appreciate and work out the issues connected with its implementation. It is also important for ASEAN and its business sector to understand and implement the two newly completed key integration instruments (the ASEAN Trade in Goods Agreement and the ASEAN Comprehensive Investment Agreement 2009) and the business enhancing initiatives envisaged under them. Both areas of work have taken on added urgency in view of ASEAN's goal of putting in place an ASEAN Economic Community by 2015. This is the first book which examines both the above issues, the problems related to them and possible solutions. "Mr Tiwari is a legal authority on ASEAN. This book is an important contribution to ASEAN law." - Professor Tommy Koh, Ambassador-at- Large, Ministry of Foreign Affairs, Singapore. "The ASEAN Charter, and the economic integration of the ASEAN nations that the Charter will support, are essential to grow the competitiveness of the region. Mr Tiwari provides keen insights into the development of this emerging framework and of the challenges that remain." - Phillip Overmyer, Chief Executive, Singapore International Chamber of Commerce. "I have known Mr Tiwari as a legal authority and a friend for over twenty years. I would like to congratulate him for having chosen to share his knowledge on ASEAN law through this book. Knowledge of the ASEAN Charter and the instruments underpinning ASEAN integration would be of immense benefit to people in the business sector as ASEAN moves towards forming an ASEAN Economic Community by 2015." - Jennie Chua, Chairperson, Singapore International Chamber of Commerce.

This study is not merely about making ASEAN more effective. By looking at how ICT - with its ability to overcome distance and time - could be a tool for enabling effective non-state actors in regional rule making, it also contributes to the literature on Global eGovernance.

ASEAN has a goal to create an economic community by 2015. To achieve the goal, connectivity among the member states needs to be given due importance. In 2010, ASEAN adopted the Master Plan on ASEAN Connectivity (MPAC), which looked at physical, institutional and people-to-people connectivity. It pinned down fifteen priority projects which can potentially transform the ASEAN region, providing the conditions for a single market and production base. But MPAC is an expensive initiative, and funding remains a major challenge. The private sector needs to be actively involved as a number of infrastructure projects identified in the MPAC are lacking substantial investment. This book looks at the current state of ASEAN's physical connectivity and challenges in building better infrastructure. It contains a collection of papers that discuss specific issues pertaining to each kind of physical connectivity - transportation infrastructure, telecom connectivity, ICT and energy infrastructure. The book concludes with the steps needed to be taken for implementation of the various plans, and policy recommendations.

Whether or not you use a computer, you probably use a telephone, electric power, and a bank. Although you may not be aware of their presence, networked computer systems are increasingly becoming an integral part of your daily life. Yet, if such systems perform poorly or don't work at all, then they can put life, liberty, and property at tremendous risk. Is the trust that we--as individuals and as a society--are placing in networked computer systems justified? And if it isn't, what can we do to make such systems more trustworthy? This book provides an assessment of the current state of the art procedures for building trustworthy networked information systems. It proposes directions for research in computer and network security, software technology, and system architecture. In addition, the book assesses current technical and market trends in order to better inform public policy as to where progress is likely and where incentives could help. Trust in Cyberspace offers insights into: --The strengths and vulnerabilities of the telephone network and Internet, the two likely building blocks of any networked information system. --The interplay between various dimensions of trustworthiness: environmental disruption, operator error, "buggy" software, and hostile attack. --The implications for trustworthiness of anticipated developments in hardware and software technology, including the consequences of mobile code. --The shifts in security technology and research resulting from replacing centralized mainframes with networks of computers. --The heightened concern for integrity and availability where once only secrecy mattered. --The way in which federal research funding levels and practices have affected the evolution and current state of the science and technology base in this area. You will want to read this book if your life is touched in any way by computers or telecommunications. But then, whose life isn't?
