Nowadays, public employment services face a number of urgent tasks as raising the employment rate and reducing the number of vacant jobs for which is difficult to find enough qualified workers. New realities on labour market and dynamic environment require adequate actions, rational and timely decision making and optimization of work. Dynamic changes in social environment impacting labour markets and activities of public employment services impose various tasks which implementation should be carefully planned, organized and controlled. To achieve that public employment services should take a more comprehensive look at the demand and supply of labour, considering the numerous transitions taking place constantly on the labour market and people's personal development. Improving processes and the quality of the administrative services in the Bulgarian employment agency is seen as a prerequisite for effective implementation of employment policies. The study presents opportunities for improving the quality of services offered in the Directorates "Labour Office" in the Republic of Bulgaria by introducing a process model and improvements in the capacity and efficiency of work in the field of labour mediation.

Unfavorable negative demographic trends in the country leading to processes of decreasing and aging of labor resources, sustainably unbalanced character of labor market, characterized by high unemployment and low labor demand, the availability of vulnerable groups and significant regional discrepancies in labor market development are among the most serious challenges before the country in the XXI century. Among the macroeconomic policies and means a significant place is rendered to the so-called active programs and measures on the labor market which are an object of increasing attention not only because the expectations of tangible effects but also because comparatively significant financial resources necessary for their implementation. Furthermore, the problem of effective spending of resources gains bigger sharpness in the current situation of limited social expenses in the country and poses questions to the effectiveness of the implementation of different programs and control. Current study examines information about active programs for labor employment, makes analyses of existing good practices and determines main preferences of unemployed persons in capable of working age taking monthly social support towards transformation of social support into incomes from labor, as well as the attitude of the main institutional departments conducting the state social policy in the field of employment and unemployment and the attitude of the non-governmental organizations towards the program and their readiness for distributing the functions between state, municipalities and non-governmental organizations in implementation and financing of the program, probable problems and conflict points.

The Bulgarian labor market has suffered from the economic crisis, and cyclical unemployment has turned into structural unemployment. The labor market crisis is amplified by demographic change as the young and skilled labor force emigrates, aggravating a skills mismatch. Vulnerable groups are served by up to five different agencies, depending on the type of services required: the (1) public employment service; (2) social assistance agency; (3) national security institute; (4) ministry of education; and (5) national and territorial expert medical commissions. Cooperation between the labor offices, the social assistance directorates and municipalities is focused mainly on administrative functions and rule enforcement, rather than on labor market inclusion and promotion. This report reviews the design and implementation of activation policies for social assistance recipients and other highly disadvantaged groups in Bulgaria. The report starts by providing an overview of recent labor market trends, including the impact of the economic crisis on the labor market, in general, and on vulnerable groups, in particular. Chapter two describes and analyses the institutional setting for the design and implementation of Bulgaria's activation strategy and policies, as well as institutional capacity and cooperation between institutions. Chapter three analyses the impact of the benefit system on activation. Chapter four reviews the activation process and the implementation of the mutual obligation principle and the targeting of services provided to disadvantaged groups. Chapter five reviews active labor market programs and investigates to what extent these programs are targeted towards disadvantaged groups, which types of programs are prioritized, as well as reviewing the development of funding for active measures and programs.

Development of active policies on the labor market nowadays is highly impacted by the goals of achieving efficiency and effectiveness. Monitoring and evaluation of the implemented policies is the key moment because of the information they provide in decision-taking, planning and management as a whole. Current study makes analyses of indicators used in the monitoring of active policies on the labor market in Bulgaria embracing both funding from the state budget and from the EU funds through Human resources development Operational program co-financed by the European social fund of the European union. The objective is to outline the importance of social effectiveness along with the economic one considering the characteristics of social programming concept and its development in contemporary dynamic environment. On the basis of the available data on the realization of programs and measures from recent years being implemented as part of active policies on the labor market recommendations and conclusions are formulated directed towards the establishment of a comprehensive system of criteria and indicators concerning social programming and its product - the social program.
