In winter of 2013, the Rhode Island League of Charter Schools, the Colorado League of Charter Schools, and the National Alliance for Public Charter Schools worked to collect evidence that would accurately portray both the adequacy of charter school facilities and the average amount of operating funds spent by charter schools on facilities. Collectively, the results described in this report provide evidence that charter school students in Rhode Island do not have access to the same sized facilities, facilities amenities and/or funding compared to traditional public school students in the state. In order to ensure that the policy recommendations of this report are research-based and supported by reliable data, Cuningham Group Architecture, Inc. consulted on the project to provide a set of reasonable standards for school facilities' size and amenities. Given the alignment of the Facilities Initiative and the goals and data needs of the U.S. Department of Education's ("ED") Charter Schools Program (CSP), ED procured additional state surveys, including in the state of Rhode Island. The National Charter School Resource Center at American Institutes for Research has subcontracted with the Colorado League of Charter Schools to collect the research and data on behalf of ED since October of 2011. To date, this has included data collection and research of charter school facilities in seven states: Arkansas (ED561919), Idaho (ED561933), Massachusetts (ED561929), Michigan (ED561921), New Jersey (ED561926), Rhode Island, and South Carolina (ED561927). This report is based on survey, enrollment, and operating revenue data collected for the 2012-2013 school year. All results presented in this report are based on data from all 20 of Rhode Island's charter school facilities for which all or part of a comprehensive facility survey was completed. Appended are: (1) Methodology; and (2) School Facility Standards.

All results presented in this report are based on data from the 97.9 percent of South Carolina's brick-and-mortar charter school facilities (48 out of 49 facilities) that completed all or part of a comprehensive facility survey--representing 49 charter schools authorized in South Carolina. In the spring of 2012, the Massachusetts Charter Public School Association, the Colorado League of Charter Schools, and the National Alliance for Public Charter Schools worked to collect data that would reveal and accurately portray the adequacy of charter school facilities and the average spending for facilities out of charter schools' operating budgets in Massachusetts. As described more fully in this report, the results of the data collection efforts provide evidence that charter schools in Massachusetts pay more for facilities compared to traditional public schools, yet charter school students do not have access to many of the same facilities and amenities as compared to their peers in traditional public schools. No matter how well an educator evaluation system is designed, it can only be as effective as those who are actually implementing it in the trenches (Stronge, 1993). Unfortunately, many educational reforms at the school level have entirely failed or have failed to be implemented as designed. While much of the current educator evaluation research is focused on the perceptions of school principals and teacher perceptions of how the evaluation system has impacted student learning, "it is important to consider the faculty's perceptions of the evaluation system and their opinion of instructional leadership in their building" (Batchelor, 2008, p.22). This study addressed the following main research questions: What is the relationship of the leadership dimensions of vision, support, structure, and trust on charter school teacher attitudes toward the implementation of the Rhode Island Model of the Educator Evaluation System? What do teachers perceive as the factors that contribute to teachers' attitudes toward the implementation of the Rhode Island Model of the Educator Evaluation System in relation to leadership? Both quantitative and qualitative approaches were used sequentially in this mixed methods study that examined charter school teachers' attitudes toward the implementation of the Rhode Island model of the Educator Evaluation System. The population sampled was Rhode Island grade 6 - 12 Charter School teachers. The entire population was sampled for the online questionnaire, while a sample of those who completed the survey and volunteered were selected to participate in the focus group. Survey respondents perceive support, structure, and trust as having a significant correlation with teacher attitude towards the implementation of the Rhode Island Model of the Educator Evaluation System; trust and support explained 72% of the variance. Focus group participants reported that alignment of visions, clarity, transparency, and a small school setting, were factors that contributed to their attitudes toward the implementation of the Rhode Island Model of the Educator Evaluation System. The findings of this study could help several stakeholders in the implementation and sustained use of the Rhode Island Model of the Educator Evaluation system: school level leadership, district leadership, and state level leadership.

Securing appropriate facilities can be a significant challenge for those intending to open a charter school. Although, like all public schools, charter schools receive per-pupil dollars from the state, they generally receive considerably less. Additionally, because traditional public schools rely on their district to provide their school facilities, they can spend 100 percent of their per-pupil operational funding on their instructional program, whereas most charter schools must stretch operational dollars to cover facilities costs as well. This guide profiles policy interventions from eight states (Arizona, California, Colorado, Massachusetts, Michigan, Minnesota, New Mexico, Texas) and the District of Columbia that have been developed to help charter schools address various facilities-related challenges. By adapting the models described to local contexts as well as generating new models, it is hoped that states across the nation can lay the groundwork for offering all public school students the facilities needed to reach their education goals.
