According to Afrobarometer onvention, a change in public opinion is imputed only if we observe a shift in results of at least 10 ercentage-points on the same item from one survey to the next.1 The thrust of our findings is that unemployment - which has reached crisis proportions in Africa negatively colors the general public's view of government performance. [...] While part of this shift may be a methodological anomaly,3 we infer that the general economic mood has brightened slightly of late as a reflection of improvements in GDP growth rates in some African countries in the late 1990s. As democratic experiments have spread across the sub-continent, the Afrobarometer Network - an international consortium of researchers1 - has since accumulated interviews with over 105,000 Africans in four rounds of surveys in up to 20 countries.2 The time is ripe, therefore, to assess the current state of political development in these countries and to track changes in public attitudes that have. [...] But the cross-country distribution for satisfaction closely resembles that for the extent of democracy; for example, democracy is again at risk in exactly the same group of countries.11 The main differences on satisfaction are that Cape Verde and Mozambique move down in the country rankings and Malawi and South Africa move up.12 Moreover, satisfaction with democracy is closely associated with the. Many strategies have been formulated to reduce poverty, the most recent being the need to include the poor as co-agents in the development process. Culture, understood as commonly shared values, then becomes an important element in poverty alleviation. Likewise religion becomes an important element of culture when the values of that religion are considered as widespread in the society. Additionally, political and economic factors are equally important for poverty alleviation. This work is centered on a conceptual model postulating that cultural attitudes influence attitudes towards ends of poverty alleviation directly and indirectly through political and economic attitudes. The study maps out the paths of influence of cultural (religious values), political and economic attitudes on those towards ends of poverty alleviation.

For three decades post-apartheid, the HIV/AIDS epidemic from first acknowledgement to its management as a chronic disease, demanded unparalleled attention. This was nowhere more evident than in South Africa. This book explores how the state responded to its responsibilities to defend and protect (human) security. Linking this to the role of the state as sovereign protector and provider of security, it applies the findings to the broader re-interpretation of sovereign responsibility in the 21st Century. This book does not seek to absolve the South African state of its responsibility to respond. Moreover, it argues that although the state, the government, before, during, and after the transition to democracy, was aware of and acknowledged the threat - political, economic and social - posed by the epidemic, it nonetheless chose not to make the epidemic a priority policy issue. As a result, it argues that the South African HIV/AIDS case illustrates the tension inherent between a state’s ultimate sovereign responsibility to respond and its tactical dependence on external contributors to meet the demands of all of its constituents.

Despite South Africa's successful transition to democracy and lauded constitution, political freedom for the majority of South Africans remains elusive. The poor and unemployed majority are poorly represented and lack power and thus freedom. Under these conditions, the freedom of the privileged minority is also seriously impaired due to the costs of maintaining their relative security and well-being. Lawrence Hamilton is an internationally-known political theorist, who has spent ten years teaching in South African universities. In this unique book he brings ideas - political and philosophical - to the fore to understand a contemporary political conundrum. He outlines the persistent, unresolved problems characterizing contemporary South Africa: poverty and quality of life statistics that are appalling for a middle-income country, levels of inequality that make South Africa one of the most unequal places in the world, skewed economic and political representation that reproduces elites rather than generating opportunities for all and an electoral system that implements the idea of proportional representation so literally that it undermines meaningful representation. Are South Africans Free? aims not only to explain the current state of South Africa but to provide positive new directions and suggestions for institutional change. Hamilton argues that freedom as power in South Africa does not depend on good will, charity or duty, and it goes beyond the complete realization of the political and civil liberties currently safeguarded in its constitution. Such change will depend on courageous leadership, active citizenship, new forms of representation and a macroeconomic policy that offers radical redistribution of actual and potential wealth.
