Feesof commis-114. For every certificate issued by a commissioner to a "censes11 person desiring, or who ought to obtain a license, the commissioner shall be entitled to a fee of seventy-five cents. He shall also receive a fee of fifty cents for a transfer of a Who to pay fee license. All such fees shall be paid by the person obtaining the certificate or transfer, as the case may be; and where the person, firm or company applies for a certificate, thd same may be withheld until the fees are paid.
