Contemporary processes of economic, social, political and cultural restructuring are having profound impacts on the form and function of rural areas within the countries of the European Union and beyond. This book is one of the main outcomes of the projects “Development Programmes and Rural Change in the European Union: governance, results and lessons to share”and “Successes and failures in the practice of neoendogenous rural development in the European Union (1991-2013)”, funded both of them by the Spanish Ministry of Economy and Competitiveness. This publication aims, on one side, to clarify and deepen the knowledge of the social, economic and territorial effects of the LEADER approach, and, on the other, to analyze the importante of the participation of several stakeholders (young people and women) as well as some traditional activities –agriculture- or modern ones (tourism) linked all of them to the rich cultural and natural heritage of these areas. Leader is an approach for implementing the EU's rural development policy through local action groups (LAGs). This involves specific costs and risks but promises an added value from following a bottom-up and partnership approach. In this report the Court finds that lags implemented the Leader approach in ways that limited the potential for added value and gave grants to projects without due regard to efficiency. Procedures were not always transparent and did not sufficiently demonstrate that the lags took decisions on an objective basis, free from conflicts of interest. The Commission has not yet demonstrated the effectiveness or efficiency of the expenditure, the added value achieved through following the leader approach, the extent to which the known risks have materialised or the real costs of implementation.

To understand fully the process of European integration, it is necessary to consider developments at the sub-national and local level. EU integration scholars have been examining the local level using the concept of multi-level governance (MLG) since the 1990s. While MLG was the first concept to scrutinize the position of local levels of public administration and other actors within the EU polity, it overestimates the degree of influence it ascribes to local levels, particularly as far as the rural is concerned. Focusing on Germany and Finland, with country specific information from all EU member states, this book combines MLG with the concept of structural constructivism, in order to reveal some of the hidden aspects of EU integration. Bringing together these concepts and methodologies and replacing mainstream theories of integration with this new approach, offers a more accurate picture of multi-level interaction in rural policy and of the impacts of European integration at the local level. By examining the Community Initiative LEADER+ and setting this within a discussion of the state and structure of rural development policy, this book looks at the challenges, opportunities and policy options which are available and have been implemented in rural development. It shows that these are often context dependent and that the future of rural development policies, their shape and institutional configuration depend on reforms put in place at all levels of governance. Finally, it argues that the MLG of rural development policy must be built with people who have the know-how and the (local) knowledge to implement development projects and who have made LEADER a success in the past.

LEADER is a rural development approach funded by Europe's Common Agricultural Policy (CAP), delivered through regional or national Rural Development Programmes of the EU Agricultural Fund for Rural Development (EAFRD, Figure 1). Between 2014 and 2021, LEADER has supported 2 784 LAGs in 118 rural development programmes across all 28 EU Member States, covering between 50 and 100 per cent of the total rural population in at least 23 countries. LEADER's initial planned budget was EUR 7.01 billion, representing around seven per cent of the total EAFRD budget. By September 2021, LEADER across the EU had spent 49% of this amount. Balanced territorial development is one of the three strategic objectives of the CAP, concerned with the socio-economic development of rural areas, fostering conditions to safeguard structural diversity and enhancing quality of life throughout the EU. LEADER is a 'bottom-up', community-led local development (CLLD) approach to sustainable rural development. The (French) acronym "LEADER" means 'Links between actions to develop the rural economy'. LEADER is an approach to mobilize and deliver rural development embedded within local communities, rather than a fixed set of funding measures. Its aim is to engage the energy and resources of local people and organisations as actors in development, rather than as passive beneficiaries of policy, empowering them to contribute to the future development of their own area. LEADER works through area-based Local Action Groups (LAGs), which are partnerships of public, private and civil-society actors, offering funding and activities. LEADER is designed to ensure that people living in rural communities have the opportunity to participate in decision-making at local level, by forming multi-sector Local Action Groups (LAGs) which draw up and implement Local Development Strategies (LDSs), funded by the EAFRD. In these strategies LAGs identify the development needs of a local area and make decisions on what types of funding and actions are best suited to address these needs. This approach seeks to foster a uniquely integrated, relevant and coherent approach to local development.
